Committee agrees to weight capital plan priorities
Northborough's Financial Planning Committee agreed to weight "financial alignment" at 50 percent in a new framework for scoring capital projects up to six years out.
Other Committee · Meeting of September 3, 2026
Northborough's Financial Planning Committee agreed to weight "financial alignment" at 50 percent in a new framework for scoring capital projects up to six years out. Chair Ken Pickard led the session, which welcomed new member Dan Hecht and heard from finance staffer Jason that the Peasley School project's net cost is projected at $70 million after Massachusetts School Building Authority grants, against a roughly $100 million gross price tag, pushing the town close to its 10 percent debt-service ceiling. Member Ryan argued financial data is "the only thing we have a great line of sight into" that far out.
Jason also outlined a budget model showing a roughly $2 million gap that could require a Proposition 2½ override even with a 3 percent spending increase. Last year the committee reviewed 23 capital projects worth $11.1 million in requests, of which the town approved $10 million. The panel plans to resume detailed six-year scoring work after spring Town Meeting.
