Panel finalizes weighted scoring for capital projects
Northborough's Financial Planning Committee finalized a weighted scoring formula for ranking capital project requests.
Other Committee · Meeting of July 30, 2026
Northborough's Financial Planning Committee finalized a weighted scoring formula for ranking capital project requests. Chairman Ken Pickard and members settled on 30 percent for public safety, 25 percent for urgency, 20 percent for financial alignment, and 10 percent each for supporting evidence and life cycle analysis, with strategic alignment at 5 percent. Member Ryan Means said "a five percent skew is not going to tilt the windmill" on how projects score.
Finance Director Jason Little reported the Peaslee School project's net taxpayer-impact projection stands at $70.1 million against a roughly $98 million gross cost, with a Town Meeting vote expected in 2027. The committee also learned the Fire Station rebuild's certificate of occupancy has slipped to mid-January because of delayed MassDOT approval for Route 20 drainage work. The committee approved prior minutes and adjourned both by 5-0 roll-call votes.
