NORTHBOROUGH — The Northborough Financial Planning Committee reviewed $145 million in fiscal 2028 capital requests and pushed back on an emergency dispatch regionalization plan it said bypassed its review. Chair Ken Pickard's panel heard from staff member Jason that $129 million of the total is school-related, with the Peasley School project's local share near $70 million. Member Michael Schocker said "none of this has been brought before financial planning" regarding the roughly $3 million regional dispatch proposal with Westborough, Southborough and Grafton, due for a Select Board decision by October.
Staff member Stephanie said the town's new high-deductible health plan, adopted under Chapter 32B, Sections 21-23, should offset premiums rising as much as 17 percent. The committee voted 5-0 to approve minutes and set a September 3 meeting to draft a five-year capital priority framework.
