Conservation · Meeting of September 14, 2026

Northborough's Conservation Commission voted 3-2 against requiring a groundwater monitoring well at the Knox Trail subdivision's stormwater basin. Chair Greg Young and member Dan Clark favored the well; members Justin Dufresne, Todd Helwig and Kelley Marston opposed it. Clark argued "the monitoring well will tell us if any future conditions change," while the commission's consulting engineer, Steve Belay of Tetra Tech, said he didn't want to create an open-ended "responsibility to collect data and submit it and interpret it." After the vote, the commission unanimously granted two design waivers, closed the hearing and issued a stormwater permit and order of conditions, 5-0, for the 17 Green Street project.

Separately, a prospective buyer told the board a stalled septic order for 14 Mill Street cost her family a $14,000 grant and months living with relatives while awaiting closing.
